Cristian Pavel, CEO of Alfa Software, an IT company with Romanian private capital and over 26 years of experience on the market, shares his insights on what E-VAT brings new to the market, how it works and what Romania’s businesses can expect, starting 2025.

A new context for Romanian businesses

The Government has approved the introduction of E-VAT starting January 1, 2025 and for people who apply VAT on collection, August 1, 2025.

“Until then, the system is in development and testing by ANAF. Users will probably receive notices related to data mismatches between the 300 Statement and E-VAT, but the response to these notices is not mandatory until after January 1, 2025,” Cristian Pavel, CEO, Alfa Software, said.

What is E-VAT?

The E-VAT system involves a mechanism that improves and pre-completes the Declaration 300 by ANAF for the taxpayers. The purpose of the system is to combat tax evasion, like the systems already implemented – E-Factura and E-Transport.

The pre-completed VAT statement represents the total amount of VAT that ANAF considers the taxpayer owes, based on the calculations resulting from the E-Factura and other digital documents submitted by the taxpayer.

The E-VAT system will require taxpayers to validate the VAT-related data pre-filled by ANAF or modify them according to the accounting data and their own calculations.

How businesses can get help with E-VAT: the ASiS solution

Alfa Software develops, tailors and implements full digital solutions via ASiS, that integrates 360 degrees digital solutions – custom ERPs, native E-Factura and E-Transport integrations and, currently, the most recent E-VAT regulations.

“From our point of view, the E-VAT system is exactly the improved and pre-filled Declaration 300. This statement already exists within the ASiS ERP system and is used by a large part of our customers. It already works in ASiS ERP according to a pre-filled format, as follows: it takes data from invoices and tax receipts and pre-fills the rows related to deliveries and purchases + VAT. The Declaration 300, in ASiS ERP, also allows manual editing of pre-filled fields,” adds Pavel.

The ASiS ERP E-TVA solution that will compare synthetic values from D300 and E-TVA will be ready by end-October and the version that will compare analytical values , by end-November.

Pioneering the E-Factura and E-Transport integrations

The ASiS ERP solution allows, since as early as 2023, the complete and automated integration of E-Factura, to ensure more time saved by commercial companies in their tax compliance activity. In addition, ASiS ERP also integrates receiving the E-Factura. The process is automatic; the invoices received through the system are directly imported.

Moreover, the software integrates and automates the E-Transport. Along with the telemetry system, ASiS monitors in real time the movement of goods with high fiscal risk on the territory of Romania: the transport of goods purchased and delivered intra-community, the transport of goods subject to customs operations, the transport of goods between two locations in the national territory.
